Replicate or Clone a project from one instance/environment to another

Hi all

I want to create a skeleton project on my orgs Jira server version. This Skelton will be made of screen, workflow customisations, custom fields,etc . I also intend to setup up kanban and scrum boards, and project automations. Also, intend to use plugins such as Scriptrunner, Structure, Structure.gantt and have boards setup using Structure may have have scripts written. 
I then want to clone this project with all its customisations, boards setups, etc into a client env. Not migrate but copy. In the copy i dont want to copy any data i.e. actual issues just all config. and project setup.

From my understanding the pre reqs in the client env would be:
1. Same Jira version

2. Same set of plugins with same version on both sides

3. any infra related pre-reqs?

Is this doable? and how?

By doing this trying to save time required to manually setup a project in client env from scratch.

I am aware of bulk uploads to create all custom fields. workflow xmls to create workflow. but I am looking for something more efficient.

This app might help you. I haven't used it before, but I see that there is an Altassian-authored KB on using it to migrate projects from one Jira Server to another.
