Reordering status not working for custom statuses

In the Administration section, I've gone to Admin > Issues > Statuses and am trying to reorder my statuses into something that makes sense.  I can reorder all statuses EXCEPT for the final two.  They are custom statuses added for my team, and when displayed in the dashboard, having them display in the wrong order creates an issue for management.

If using Jira Server, I'd run an SQL statement against the database to force the reorder, but Jira Cloud doesn't provide a similar option.

Clicking the up/down arrows for Backlog or Selected... does not change their order. 

Clicking the down arrow for Done does not move it below Backlog.

All other statuses can be moved without any problems...it is just these final two custom options.
