A business I have recently joined has set up some sort of custom ticket creation flow where 100 story points are added to every story upon creation.
I can't figure out where to go to remove the functionality. Any ideas how I'd remove the functionality?

Could you please let us know if you are using JIRA Server or Cloud?
Apart from third-party plugins, there are only two ways that an issue can be automatically updated after its creation:
1 - There's a default value configured to the Story Points field:
- Navigate to JIRA Settings > Issues > Custom fields
- Find the Story points field > Click to configure it
- Check on Edit Default Value if any value is configured to it
P.S: Have in mind that any changes performed here will reflect on all your JIRA projects
2 - There's a post function which is updating the Story Points once the issue is created
- Navigate to your project > Project settings > Workflows > Click to Edit your workflow
- On Diagram mode, click in the create transition > Post functions and check if there are any post functions causing the field to update
