We have a couple of incorrect and misspelt labels in Jira. Currently, none of these are associated with work / issue items. However, I want to clean up the list before someone does use a bad label.
I can't find how to achieve this, partly because the existing documentation is out of date.
Can someone please assist?

There is not a management UI for Labels values.
If the label value is not used in any issue in any project in the Jira instance then the labels should not show up as selectable in the Labels list.
Are you sure that you have visibility into absolutely all issues in all projects in the instance? Are there no projects where Security Schemes may be hiding the issues from you? No projects where you don't have the Browse permission? No archived projects or issues?
There is no built-in feature in Jira Cloud to rename or merge labels, but as always, you can find third party apps that address this problem.
There are multiple apps that can do these, but maybe Advanced Label Manager is one of the most popular options.
Make sure you give it a try, or do your own research on the Atlassian Marketplace if this particular app isn't a good fit.
