I have received an email saying my site was deactivated and to contact the support team to recover it.
I cannot go further than entering the URL because it says it is not found.

I've deleted the URL, since this is a public community and sometimes there is spam going on here. Regarding your request, you would need to place a support ticket for Atlassian:

You need to have minimum standard plan for Jira, and with that you would be able to create support from 9 to 5. For premium, you have 24/7 support. As a workaround, you can sign up for a free trial period and cancel after you've made a request.
Alternately you can go to the Billing/Licensing Support page to open a support request
