Receive notifications via Telegram Messenger

Hey!

I would like to implement the following feature: receive notifications in Telegram-bot (Telegram Messenger) when someone mentions me in tickets.

Tried to find in google and here, but could not find (perhaps the wrong question asked).
Maybe someone knows how this can be implemented? If you have working solutions for other messengers, it helped me a lot.

Maybe there is some simple solution through PHP or Python ?
