Rearrange Columns on the View Issue Screen

How can I rearrange the columns on the right side of the View Issue screen. As an example how do I move the Dates section above the People section?

You'll need to amend the core code that's doing the page layout and deciding where the panels land.

You can't rearrange the sections order without modifying the bundled plugins. All you can do is to arrange the order of fields within a section.
