Read only access in Jirsa software

Is there a way to give customers read only access to a project? And If so, will they be counted as a user?

Welcome to the Atlassian Community!!

There is no concept of Customer in Jira Software. Yes you will able to add user for specific project as a read only access but definitely it will count a license or user as a you need to grant them Jira software application access.
