My account was deactivated while I was on pause from development. I periodically checked my backlog, and now I need urgent access to resume work.
This Jira project is critical. I have active sprints and cannot afford data loss.

I’m ready to upgrade to a paid plan right now to prevent this in the future.

You should be able to reach out to official Atlassian support team (billing and licensing) through here: Atlassian Support: Pricing, Billing & Licensing
There should be an option related to login issues and/or reactivating cloud subscriptions so I would recommend using that.
Btw, I am assuming we are talking about deactivated Jira site and not deactivated account?
