"better email handling" in JIRA V8.0 -- is this system wide, or select-able by individual user?

In Release Notes, a new email delivery capability is described.  Some of our users like the email handling (every update) we have in v7.5.  Others will like this new capability.  Is email handling (old vs new) configurable at the user level, or is it system wide?

The batching email notification in Jira 8.0 is system wide, it is not possible to do it on a user level.

There are requests to have the option to control this on a project level, JRASERVER-69010 and also on a user level, JRASERVER-69332.
