Re-activated users not activating

We have a user that left the company and returned. He still has an Atlassian account but when I changed it from Inactive to Active, it appears to be active, but does not show up when I search for his user name.

When I change the query to find Inactive users, his account then appears in the search.

This may be related to why he cannot access Jira. We have SAML set up with Okta for SSO. He is assigned the app in Okta but still cannot log in to Jira or Confluence.

Is this behavior normal when re-activating accounts? Or is there a lag time and I just need to wait?

Are you using Cloud or Server? (It might help to troublshoot).

I would suggest checking which groups would have access to Jira and make sure he's in one of those groups. It could be a permission issue.
