Custom field of User Picker (single user) type with User filter on Portal

The custom user picker field doesn't display a drop down on Portal when clicking the down arrow.

The user filter is being enforced properly, but the user must know what the valid values are already.

We are using JSM 5.4.14 Data Center.

Looks like the problem that I had face in the past, check this post where I managed to resolve it.
