Raising issues from Epic only?

I currently have and use Epics for much of my Jira work.

One of the key features is the ability to use the "Create issue in Epic" + sign from the Epic you want the new issue linked to (Parent/child ticket relationship, not just linked)

I'd like to use that same functionality on different hierarchy ticket types (we have Strategic and Initiative level ticket types too sitting above Epics)

Does Jira allow this "Create issue" + feature in other ticket types, not just Epics?

You could try editing this in the Issue Type Hierarchy. This would essentially give all issue types that you determine should function like an Epic the ability to do so. Im not sure however if this would affect the Parent/child relationship between an epic and issue types displayed below it.
