if I got you right you host your own Jira server and have an integration of a REST endpoint (remote) using an own app. If so, please check your local installation if any errors are logged as for the call you make out to docusign-domain.
Probably also the administrator of the infrastructure/application of the URL you are calling can be of further help.
Unfortunately without any further details it will be hard to pinpoint where to start looking at. But with additional details somebody from Community is more likely able to help.
