Can you confirm if you are using a classic project or a next-gen project? If you are not sure about it, you can simply send me a screenshot of your project main page.
Supposing that you are using a Classic project template, you must configure a User Picker Custom Field to achieve the functionality you need.
There are two kinds of User Picker Custom Fields:
- Multiple Users - Allow you to select multiple users from the drop-down
- Single Users - Allow you to select a single user from the drop-down
To create it, you can navigate to your JIRA main page > JIRA Settings > Issues > Custom Fields and click to create a new custom field. Then, add it to your project screens.
P.S: You can also type GG and use the search box to find the Custom field menu if you have enabled your JIRA shortcuts.
About your second question, can I know exactly what is the field that should be appearing on your card? Is it the time estimation itself or your Story points?
I ask the question above because it will depend on how your board is configured on the ... > Board Settings > Estimation (This option is also only available in the Classic Project template)
