In the Jira platform section of this week's release notes, there is the following item:
We often @mention people in a comment for the purpose of keeping them informed, so they are not expected to respond.
There may be other times that we @mention that same person where we do want a response, so we maybe don't want them to turn off this digest feature completely.
I presume this digest is in addition to the standard notification you get when someone mentions you, so you should already be aware of the comment.

Emoji reactions don’t count as a “response” for these mention digests, the digest is typically sent daily, items stay in the digest until you actually reply with a comment, and the setting is user‑level (not an instance‑wide toggle), so standard @mention notifications still go out even if someone disables the digest

I predict that my team will turn this new feature off, since we don't want a bunch of replies to comments that don't contribute anything meaningful.
