Forgive me for any ignorance on this subjects as I am still in the learning process.
We are considering Jira Software for project management. Understanding that sG of file storage will not get you much. Upgrading the the standard plan having 250G seems sufficient. Am I looking at it in the wrong way that the 250G is allocated to all things allowed in Jira Software maybe not as much uploaded images / diagrams. Where Confluence is more for document collaboration which is not easily done in Jira Software
Anyone whom can shed some light on this or point me in the correct direction to official document, it would certainly be appreciated.

The storage limit you are referring to is the attachment storage. With standard Cloud, you have 250GB for Jira and 250GB for Confluence. Any attachment counts toward that storage limit.
Most teams that we work with that use Jira also use Confluence. They are designed to solve different problems. Jira is an issue tracker and Confluence is a documentation system. Both allow attachments on Issues/Pages. You can also display Jira data within Confluence pages. This is useful when sharing information, providing status and managing meetings.
