Question about JIRA Configuration Tool

I am using CentOS (minimal) so there is no graphic interface.

When I try to run config.sh to view the JIRA configuration tool, I don't see an option for configure the web server (I am trying to use SSL). I only see options for

1.) Configure JIRA Home

2.) Database Selection

3.) Advanced Settings

4.) Save and Exit

5.) Exit without saving

Shouldn't I see an option for Web Server?

There is not yet a HTTPS configuration in JIRA Config Tool for 5.1 as seen in https://confluence.atlassian.com/display/JIRA051/Using+the+JIRA+Configuration+Tool

It available in 5.2 Early Access Program as seen in

https://confluence.atlassian.com/display/JIRA/Using+the+JIRA+Configuration+Tool

Which version of JIRA is it? Web server configuration is only there in the latest version AFAIK.

I am running JIRA 5.1.8 which is why I am confused it is not available.
