Question about Atlassian Access in cloud.

I would like to know if it's possible to use the same license for common users in JIRA and Confluence using the Access Subscription. Based on : https://www.atlassian.com/software/access/pricing

Atlassian Access is an additional subscription on top of Jira and Confluence that gives you access centralized security and governance of users for your instance. You would still need a subscription for Jira and Confluence.
