Query by Time Window (e.g., working hours, overnight)

I'm looking for some help on querying by timeframe. If a ticket is created during the day, I expect a different response time then I do a ticket created overnight. But to measure response time, I need to filter by the time of day (over say the previous week, month, or year). It's not clear to me this can be done using the JIRA query language. Any suggestions would be great.

During the day where, on the server? Or from the perspective of the reporter, or from the person viewing the query?

You probably want it from the perspective of the people actually responsible from support, who may all be in the same timezone as the server... afaik you would need to write a JQL function to work out the time of day on the server. You might be better off doing it in excel.
