Ok, that's a long list, and I'd recommend actually just getting stuck in and trying to use it (while referring back to Atlassian's docs on the subjects), but some brief starting answers:

1.Possible to segregate tool for 1 organization having 4 teams?

Yes.  You can grant access to different projects on a team by team basis

2.Possible to add multiple assignees to 1 task?

No, never, one of the great things about Jira is that it doesn't let you do this horrible horrible thing.  But equally, it's great to be able to say "and here are some other people to talk to if the assignee isn't around".  You can add custom fields to point at a group, or one or several other people, if it's not right for you to be able to just point at the project and say "it belongs to this team)

3.Possible to have segregation of duties? Currently PM & Resources can do same things

Yes, change the permissions

4.Where to find Actual Start Time and End Time

That's not off-the-shelf, and depends on exactly what you mean by those dates.  They could be added as fields for people to put numbers into, but you might actually want to derive them rather than rely on your people to get the right ones, or you might mean "when a status changed (like "started = issue went from to-do to in-progress and end time = when it went to a done status), that's all in the history.

5.Can we configure/customize alerts? E.g. System to alert if a resource is being assigned on multiple projects during same period

Changes of issue are off-the-shelf, it's all done in the notification scheme.  Resource assigned to many projects would need some coding (your own scripts or automations or an app)

6.Possible to customize reports?

Yes

7.Possible to have a dashboard to view delayed projects

Yes

8.Can the timeline view show delayed tasks in red?

Possibly, depends on the data going in.

9.For support tickets, can we configure queues?

Yes, Service Management actively expects your people to work from queues

10.Does the monthly subscription include setup, training and customization?

Partly.  The subscription creates the system and gives you technical support, but configuring your own projects, customisation and training are all up to you.  If you want help with any of that, Atlassian will recommend you talk to a partner.

11.Can a PM see the status of different projects at any point in time in one dashboard?

Yes

Thanks in advance for your input.
