Que necesito para que se muestre la opción de eliminar incidencia

Acabo de crear un nuevo proyecto, agregué una tarea y se mostraba la opción de eliminar. Luego agregué nuevos tipos de incidencias, por último actualicé el flujo de trabajo agregando un nuevo estado.
No se qué debo hacer para que la opción de eliminar la tarea se muestre nuevamente.

Debes revisar tu Esquema de Permisos. Para que esa opción aparezca en cada ticket de proyecto no depende del flujo, depende del permiso que tenga el usuario sobre el proyecto.
Para llegar a esta opción, debes seleccionar "Configuración de Proyecto" -> "Permisos".
