Is there way to find the starting velocity for a sprint that is already closed?

I'm not sure what you mean by "starting velocity".  Do you mean the velocity that came out of the last sprint, or the the total estimate you committed to delivering at the start of the sprint?

Hi @Christine Crudele - If you're trying to do this with native JQL, no there is no way.  However, this information is available under your project board's reports section.  There's a velocity report for the last few sprints and a sprint burndown report where you can select any closed sprint.
