Provision in AtlassianCloud statuscode 429

We use cloud version of Jira and this error is popping up on the sync with our Azure AD. We use the group WAGGROUP_Everyone to sync our AzureAD users to Jira cloud.
1. import from azure active directory = green
2. determine if is in scope = green
3. provision in atlassiancloud = RED
Error message: Statuscode: 429 request has been rate limited
Errorcode: SystemForCrossDomainIdentityManagementTooManyRequests
