Provide readonly access to a tester group and provide assignee selection option for issues

I have a tester group, with read only permission for repositories. 

However, in this configuration the tester group users are not able to set assignee's for issues. With write permission they are able to assign users.

Is there any way to provide read-only access to code and still have the ability to assign issues to users
