How can I change the settings / rights in the project roles? I can add a new project role but I can't change which rights they have in a particular project.

You would need Jira Admin privileges to alter the project Permission Scheme. This scheme defines which roles have which permissions for a specific project. If you are a Jira Admin, go to project settings>Permission Scheme to alter this.
