Hello @ARGIMIRO BENGONO EWORO BINDANG

Welcome to the Atlassian community.

If you are using the Free Jira Plan, then all the users to whom you grant Jira access will get the equivalent of Project Administrator access for all projects.

It is a limitation of the Free plans that you cannot customize project permissions or project roles. That is documented here:

https://support.atlassian.com/jira-cloud-administration/docs/what-is-the-free-jira-cloud-plan/

If you must customize user access (roles and permissions) on an ongoing basis you will have to upgrade to a paid plan; Standard or Premium subscription.
