Project administrator cannot move a story to the top of the backlog with a shortcut.

I have a project Administrator who cannot use the right click "Move to the Top of the Backlog" on a story.  She can manually move the story but not with the shortcut.  She receives an error stating "Something isn't letting us move XX-### to Backlog.  Ask your project administrator to check the workflow setting and transition conditions."

I do not see any issues with the workflow or transitions that will exclude this update.  Can someone point me in the correct direction to resolve this issue, please?

please check that user has Schedule Issue permission.

Thank you Fabio!  She was already an Administrator, but I needed to add the administrator role to the Schedule Issue Permission.  :)  Appreciate the assistance!!
