Project Details screen is different

For most of our projects, the details screen looks like the image for the TEST project screenshot this and gives all the settings. We have a couple of recently created projects that don't seem to have any settings. Why is this? I am a site administrator and an administrator for the project.

The screenshot above is of an Independent Project type, this is a simplified version of a Project that any user on your JIRA instance can create if the Global Permissions have not been updated.
