Problem configuring Time Tracking field with Resolve Issue and Workflow Screen

Hi

I configured Time Tracking field with Resolve Issue and Workflow Screen as required so that it doesn't appear on Default Screen. I want to enter Original Estimate, Remaining Estimate values later in Workflow or Resolve Issue screen as mandatory but not during Create. Now when I create an Issue, the Time Tracking fields (Original Estimate, Remaining Extimate) don't appear on the form but clicking on Create button it says "Time Tracking: Original Estimate is required.".

Can someone tell me why it's behaving so?
