Private dashboard to Shared dashboard

I am the JIRA admin and just created a dashboard that I want to be public.  Under "view all dashboards" I clicked on the 3 dots to the far left and then selected "Edit and share dashboard".  I am only then allow to update the name of the chart.

How do I make the chart public?
