How do I prioritize my tickets on the jira kanban board, I cannot move tickets up and down

What type of project are you using, such as Company-managed, Team-Managed, etc.?
And, have you changed the board's filter sort order? If you changed the ORDER BY for the filter, please note the the drag-and-drop feature for moving issue order only works when using ORDER BY Rank ASC, such as with:
project = myProject ORDER BY Rank ASC

Under projects-Planning->Kanban Board, and i don't have those options to do that..... only quick filters that do not give me any good option, no rank or sort.

Not really. The key things I'm looking for is what the board looks like to confirm the type, such as if it is a Jira Software or Jira Work Management project and the board specifics.
You could see some of this information by navigating to:
Projects > View All Projects > and then indicate what it shows under the Type column.
