If 10 people are using Jira for free now, we must add an 11th person. Should we have to pay for the 11th person only or do we have to pay for all people for the standard plan?

Welcome to the Atlassian Community!

As you can see from the pricing site, you need to switch to the standard plan for 11 users and above, which means you need to pay for all users in the standard plan. For these (additional) costs, you also get more features, like

  • The ability to define user roles & set permissions
  • Audit Logs, to look at changes made on your site
  • Data residency, to specify where you want your data to be hosted 
  • 250 GB storage instead of 2GB
  • Business hour support from Atlassian
