Previous tagged users in comments shows ~accountID

I have migrated my Jira from cloud to on-premise and facing issues in previous tagged users in comments shows ~accountID.please help.

I have similar issue, we are on brand new cloud instance, some of the taggs display correctly but some are not?

Please advise.
