Preventing user who is not Reporter or Assignee from closing user story.

My team uses JIRA and a team member accidentally closed a user story that did not belong to him.
Is there a way to prevent a user story or sub-task being closed by someone who is not Assignee or Reporter?

Edit the workflow, and add conditions to the "close" transitions - Reporter or assignee only are standard conditions.
