Prevent Transition until All Sub Tasks (sub issues) are Closed

Hello Experts,

I am working on a company managed project.

Would like to prevent transition to another/next State, until all its Sub Tasks/Defects are closed/resolved.

I created a rule, which looks like below, but its not working.

A clean solution will be appreciated,
