Pre-set the link type

We need to set link-type to only " relates to " for an issuetype.

Although there are many other options, for reporting purposes, we are required to ensure linking of issues are done only with one link-type.
In other words, disable all other options except " relates to " in Link pop-up screen as in below screenshot

Script fragments may only disable " Link Issue " option from " Issue Menu > More "

Believe there is a possibility to do it via behaviour or any other way

JIRA is not delivered with this feature.  There is a similar feature request here that you could vote for.   JRASERVER-36494

I found this plugin, Extended Schemes for JIRA  which I think meets your needs.
