The idea is I have a project which the first issue key is clearly 1.
For example, project EXAMPLE - the first issue created will be EXAMPLE-1
I'd like to set that to EXAMPLE-10000 and have the next issue be EXAMPLE-10001 and so forth.
Any assistance would be greatly appreciated.

This was answered by the Atlassian support team.
In short, the pcounter field in the project table is resposible for this value.
JIRA will need to be backed up and shut down while this is being updated.

You can poke it into the database (while Jira is offline), or create and delete 10000 issues with CSV or Jelly.
I think the script-runner plugin might let you roll the number forwards as well.
