Portfolio Application Access Permissions/Licenses

Are there any plans to change licensing policy to allow ALL applications to be licensed to a group of users, rather than to our entire instance?  For Portfolio this licensing makes zero sense.  Only a small percentage of users will use the software.

Some vendors have suggested spinning up a second Cloud instance or Server instance with only the users needed, and syncing backups between them.  This however is so error prone (the Jira import flow is awful!) that it's untenable.
