I dont have admin rights on the machine I am on and are running JIRA on a standalone. However, I would like to know is the licence transferable between machines as I move between PC's a lot and want my own tracking tool.

No, you can only have one production server on a licence.  

Best thing to do is install it somewhere you can get to on the web, or use a Cloud installation.
