Popup window instead of download attachments - Automated email

Hello, 

I've created an automated email notification to a third party. This email contains information of the issue (title, urgency etc) and also I,ve included the attachments if any. 

The behaviour that I want to modify is that instead downloading, a new tab or popup display the attachement. 

Is it possible in a timely manner?
