PopUp Message to Users Login to Jira

Hallo Folks, 

I'm looking for an solution to show messages as popup to my Jira users. If a user Login to Jira the message should be shown to them.

Is that possible?

Generally no, the UX designers for Jira have (rightly) not chosen to implement pop-ups that get in the way of using Jira.  There are pop-ups in it, but they're related to using Jira and not configurable as ad-hoc interruptions.
