Can we use just a plugin for QA or do we need to look at a platform that can integrate with Jira?
Right now it is only myself doing manual QA testing in a google doc and that is fine it's just getting to be a little much with going to the dev team with my findings. We would like to stay away from spending 400 bucks a month on an outside platform. I did find QMetry that runs right in Jira. So I am thinking I am going to give that a go. I think its still manual testing but it will be all in one place for myself and our dev team.
I think that's an ideal case for using a Jira app - it's close to the developers, everyone using one tool in one place, but you don't need your own servers and systems as your needs are not intricate and bogged down in business "needs" and legacy requirements.
Qmetry is a good candidate for you.

You should look at both options really. Some people build tests into their Jira and don't use anything. Some people integrate complex test utility suites in with Jira because that works best for them. Most people would benefit from testing done in the same system as the development tracking though, so I would lean towards a Test app for Jira.
I should point out that I am biased here, as I work for a company that provides one, but I don't want to be too sales-y.
I thoroughly recommend a look at https://marketplace.atlassian.com/search?product=jira&query=test to see what is available and how they work.
