Users and customers can add attachments to the body of the email to add attachments to a request or upload through the ticket in the portal.
Please, give us more details and we will check if Jira or an add-on can achieve this.

We just want to be able to send emails with attachments they can open in the email and not have to go to the JIRA portal.

When adding a comment on a ticket and if you add the attachment inline with the comment, the customer will receive the notification with the attachments, it's not necessary to use an add-on. When answering a customer, just make sure to add the image or file in the comment box.
