Here you have their problem:

we received the email from Atlassian that appears at the beginning of the chain that I forwarded you and I thought it would be the Jira licenses. I passed it to my colleague @Guillermo Matas Ruiz who leads the team that will work with Jira to complete the process indicated in that email but he does not have permissions to do so. Is it possible that you are the ones who have to do this process? If so, it must be done for the team/organization that Guillermo already has in Jira, since we do not contemplate migrating the contents to another team or organization due to the effort it would imply.

I just tried to assign the seats, logging in with both my account (guillermo.matas@edison.es) and WhybTertiary's account (whyb.tertiary@edison.es) and I got the following error:
