Basically, you can control who can Resolve or Close issues in a project. It is possible to add these permissions as a condition to workflow transitions.
If you don't use e.g. Close Issue permission condition in Close transition, anyone who has Transition Issues permission can close a ticket. Sample case for Close Issues: developers resolve issues but QA closes them.
Please keep in mind that Resolve Issues permission is needed to set a fix version.
