Planning to copy Production data in to sandbox

1. Will that clear the existing data in sandbox? if not what option i can use to delete the data?

2. Will there be any impact to production we perform this on day time and week day?

1. Yes.  Depending on how you do the "copy".  
2. No.  Well, no-ish.  A simple copy will read the whole of your production while generating the stuff to go over to the sandbox.  That puts a bit of load on it, so in theory, it could have some impact, but it does seem to be throttled so that it does not affect active people enough for them to notice (enough to complain at their admins anyway)
