I'm new to this forum, and new to JIRA so forgive me if this is an obvious answer.
Is it possible to provide some, but not all, administrative permissions to a basic user in JIRA?
For example, to import CSV's in to JIRA using the Issue Key field, you need to be an administrator in the system. But the user who does this, does not necessarily need (or want) all admin permissions.
I hope this makes sense?

No. On another topic I strongly suggest you remove the group that allows logging in from ALL the permission schemes and start using project roles. Best practices of security is to only allow user permission to what they need. Atlassian violates that by giving all users all permissions. This will come around to bite you when, and I'm sure you will, want to limit access to one or a group of users. By using project roles you allow project admins to grant access to only those users that actually need access to their project. The other value is with the defaults everyone will see all projects even if they only really work in one or two of them.
The forum is full of requests wanting to limit access after their system has many projects and users and it is complicated and painful to fix the access issues.
