Even though I set the custom user picker value for "add comments" and "transition issues", I am unable to perform either action. 

Would anybody have any insight on how to solve this?

Hi Rob,

as for the transition a "Workflow condition" always comes to mind which has the potential to block transitions for specific users:

For the comments it is suspicious, though.

In the first run I'd suggest to diagnose further with "Permission Helper". This should tell you right away what the specific problem with the permissions on commenting really is.

Probably it is just a little mistake in Permission Schemes which can be adjusted in no time.
