Permissions to add ons in global permissions - Jira Server

We have an asset management add on, however we only want certain users to have access to this.

The user in question has global permissions as they need to be able to amend workflows/fields etc however we contain sensitive information in the asset management add on which we only want a few specific user to be able to access.

Is there a way around this? - We are on server so do not have access to next-gen projects

An admin always has full access to the system, as that is what the role needs to do its job.
